About East African Business Council (EABC)

The East African Business Council (EABC) serves as the regional apex body representing Private Sector Associations and Corporates across the East African Community (EAC) Partner States. The organization advocates for a favorable business environment, promotes regional trade, and supports private sector participation in the East African integration process.

To strengthen its Secretariat operations, EABC is seeking a highly competent Finance and Administration Manager to oversee financial management and administrative functions while ensuring effective utilization of organizational resources in compliance with EABC policies and donor requirements.

Position Details

Job Title: Finance and Administration Manager

Purpose of the Position

The Finance and Administration Manager will be responsible for leading the organization’s financial management, accounting, budgeting, compliance, and administrative operations. The successful candidate will ensure that EABC maintains transparent, efficient, and robust financial systems aligned with international accounting standards, donor regulations, and organizational policies.

The role will also support the Executive Director in financial planning, reporting, and overall administrative efficiency within the Secretariat.

Key Responsibilities

Financial Management and Planning

  • Lead the preparation and implementation of annual budgets and financial plans.
  • Monitor budget execution and provide financial forecasts and analysis.
  • Ensure effective financial management systems and internal controls are maintained.

Accounting and Financial Reporting

  • Prepare accurate and timely financial statements and management reports.
  • Ensure proper recording and maintenance of accounting records.
  • Review bank reconciliations, payables, receivables, and financial accounts.
  • Prepare financial reports for management committees and the EABC Board.

Budget Monitoring and Compliance

  • Monitor project and operational budgets to ensure efficient use of resources.
  • Ensure compliance with financial policies, donor requirements, and relevant regulations.
  • Provide financial guidance and support to management and program teams.

Payment Processing and Cash Management

  • Oversee preparation and approval of payment vouchers.
  • Ensure timely payments to staff, vendors, and partners.
  • Supervise cash flow management and maintain adequate liquidity.

Audit and Risk Management

  • Coordinate internal and external audits.
  • Implement audit recommendations effectively.
  • Strengthen internal controls to safeguard organizational assets.
  • Ensure compliance with statutory financial reporting obligations.

Membership and Revenue Management

  • Oversee membership billing and collection processes.
  • Monitor outstanding receivables and follow up on pending payments.
  • Support initiatives aimed at enhancing revenue generation and financial sustainability.

Asset and Inventory Management

  • Maintain and update the organization’s fixed asset register.
  • Conduct annual asset verification and ensure proper asset documentation.

Administrative Management

  • Supervise procurement, logistics, office operations, and administrative support services.
  • Ensure efficient management of office resources.

Team Leadership and Capacity Building

  • Supervise finance and administrative staff.
  • Provide training and guidance on financial procedures and compliance requirements.

Financial Systems and Documentation

  • Ensure proper filing and documentation of financial records.
  • Maintain secure and organized financial reporting systems.

Required Qualifications

Education

Applicants must possess:

  • A Bachelor’s Degree in Finance, Accounting, or a related field from a recognized institution.
  • A Master’s Degree in Finance, Accounting, or a related discipline will be an added advantage.
  • Professional certification such as CPA, ACCA, or an equivalent qualification is mandatory.

Experience

Candidates should have:

  • A minimum of seven (7) years of relevant professional experience in finance and administration.
  • At least three (3) years of managerial or supervisory experience.
  • Proven experience in budgeting, financial management, donor-funded project accounting, and audit coordination.
  • Experience working with regional organizations, NGOs, international institutions, or private sector organizations will be an added advantage.

The ideal candidate should demonstrate:

  • Strong knowledge of financial management systems and accounting standards.
  • Excellent budgeting, financial planning, and analytical skills.
  • Strong leadership and team management capabilities.
  • High integrity, accountability, and attention to detail.
  • Excellent communication and interpersonal skills.
  • Proficiency in financial management software and Microsoft Office applications.
  • Fluency in English.
  • Knowledge of Kiswahili and/or French will be an added advantage.
